How to fix turn signals in VW Beetle?

I just bought a used 1999 VW beetle. All looks good except the turn signals don’t work. The hazards work (the actual lights and on the dashboard) and so do the headlights so it is not a bulb. The turn signals just won’t work. What could be wrong and how do I fix it?

    likely a relay, get a manual first, but under the dash (i think) there are square boxes (relays) and one is likely bad.
    you could google this, say turn signal realy?

    This appears to be an interesting problem – my first thought being a faulty flasher relay, but you do say the hazards are working indicating that the unit must be functioning.

    This being the case, I would look to see if it was a faulty fuse or alternatively if fuses are OK then it can only be the indicator mechanism on the steering column.
