How to fix turn signals in VW Beetle?

Miss kitty asked: I just bought a used 1999 VW beetle. All looks good except the turn signals don’t work. The hazards work (the actual lights and on the dashboard) and so do the headlights so it is not a bulb. The turn signals just won’t work. What could be wrong and how do I fix it?Need a website?
